
The Pembroke Fire Department provides a multitude of services within Pembroke including heavy rescue, extrication, water and ice rescue, fire prevention, public education, a smoke alarm program, and The Arson Prevention Program for Children.

Police services in Pembroke are provided by the Ontario Provincial Police (O.P.P.) through a contract between the City and the Province of Ontario. Pembroke also maintains a Police Service Board, a civilian body mandated by the Community Safety and Policing Act that is responsible for the provision of adequate and effective police services within the City.
