The City of Pembroke has a number of committees and boards that serve the community and help advise and inform the mayor and council on matters that affect the public.
At the beginning of each term of council, appointments are made to the City’s committees and boards. Appointments are available at the beginning of each term for the following committees and boards which each report to the standing committee of council under which they are listed.

Finance and Administration Committee advisory committees and boards
Accessibility Advisory Committee |
The City of Pembroke Accessibility Advisory Committee (AAC) is legislated by the Province of Ontario under the Ontarians with Disabilities Act, 2001 (AODA) and recommends and advises City Council on matters to improve opportunities for persons with disabilities and to provide for involvement in the identification, removal and prevention of barriers to full participation in the community. In accordance with AODA requirements, the majority of members shall be persons with a disability. |
Pembroke Police Services Board |
The City of Pembroke has a contract with the Ontario Provincial Police (OPP) to provide for adequate and effective policing. The Board is legislated to set policies and objectives, and evaluate organizational performance. |
Pembroke Public Library Board |
With literacy and intellectual freedom as core principles, the purpose of the Pembroke Public Library Board is to set a strategic framework within which it can manage and control the provision of a comprehensive and efficient public library service. The Board operates in accordance with the Ontario Public Libraries and all applicable legislation and Board policies. |

Waste Management Public Liaison Committee |
Each partner municipality (City of Pembroke, Town of Petawawa, Township of Laurentian Valley, and Township of North Algona Wilberforce) appoints a member from the public who will liaise with other residents from their municipality on matters related to the Ottawa Valley Waste Recovery Centre. |

Civic Awards Committee |
The City of Pembroke’s Civic Awards Committee develops and oversees an awards program annually. The City recognizes and celebrates leadership, personal civic commitment and engagement in several aspects of community life. The Committee provides recommendations to Council with regards to awards for both achievement and recognition. |
Pembroke Beautification and Climate Action Committee |
The Pembroke Beautification and Climate Action Committee works to promote improvements to the appearance of the city, enhance the natural environment, and recommend actions to address climate change issues. Committee members are expected to have an interest in developing and supporting beautification and environmental sustainability throughout the City for the protection and enjoyment of the residents and visitors. |
Waterfront Planning and Advisory Committee |
The Waterfront Planning and Advisory Committee provides advice and recommendations to Council’s Parks and Recreation Committee and through it to other committees as appropriate on matters related to parkland development and maintenance along the Ottawa and Muskrat Rivers from Riverside to Pansy Patch Parks as requested by Committee. |

Community Improvement Panel |
The City of Pembroke’s Community Improvement Plan encourages rehabilitation initiatives and stimulates development. The plan allows the City to provide tax assistance, grants or loans to assist in the rehabilitation of lands and/or buildings within the City. The Community Improvement Panel makes recommendations to Council on all CIP applications following program guidelines. |
Emergency Management Program Committee |
The committee guides and oversees the development, implementation, and maintenance of the City of Pembroke’s Emergency Management Program. The Committee recommends to council for approval of an emergency plan to provide the City with a strategy to protect the health, safety, welfare, environment, and economic strength of residents, businesses, and visitors to Pembroke in accordance with the Emergency Management and Civil Protection Act and its regulations. |

The Pembroke Economic Development Advisory Committee supports the promotion of economic prosperity within the City of Pembroke by primarily advising the Planning and Development Committee of Council in the following areas: |
Pembroke Heritage Murals Committee |
The Pembroke Heritage Murals© Committee has been comprised of volunteers since its inception in 1989. It is an arm’s length committee of Pembroke City Council and the Cultural Trustees of Pembroke’s Public Art Project, often referred to as Pembroke’s Outdoor Art Gallery. In order to own the copyright of each mural, the committee conducts its own planning and research for every mural. The artist always owns the Moral Rights to their work, however, they sign a contract that gives the committee ownership as it relates to maintenance and repair of the murals and the production of souvenirs. Maintenance and repair of the murals is the primary focus in order to maintain the significant investment of money and time over the decades. The committee works with property owners, professional artists, local businesses, contractors, and many of the City’s Departments through each year in order to accomplish the goal of keeping mural sites attractive for residents and visitors alike. |
Pembroke Tourism Advisory Committee |
Comprised primarily of tourism operators, including from the culinary, hospitality, cultural, travel, sport, accommodation, and events sectors, the Pembroke Tourism Advisory Committee will provide advice and recommendations to the Planning and Development Committee of Council on matters relating to the attraction of visitors and development of the local tourism sector. Members advise on the coordination of tourism strategies and initiatives, tourism marketing and branding strategies, and future tourism enhancements. |
Planning Advisory and Adjustment Committee/Property Standards Committee |
The Planning Advisory Adjustment Committee/Property Standards Committee is delegated by the Council of the City of Pembroke under the provisions of the Ontario Planning Act to hold public hearings to make decisions on applications submitted to the City’s Planning and Building and By-law Department for minor variances and severances and provides recommendations on rezoning applications and Official Plan amendments. The Property Standards Committee is delegated by the Council of the City of Pembroke under the provisions of the Ontario Building Code Act to hear appeals on property standards orders that had been issued on City properties. |
Waterfront Development Advisory Committee |
The Waterfront Development Advisory Committee will provide advice and recommendations to the Planning and Development Committee of Council on matters related to commercial or mixed-use development at Pembroke's Waterfront Park. It is comprised primarily of subject-matter experts such as commercial realtors, accountants, development consultants, and others with background in similar sectors. |
Citizen involvement in local government is an essential part of the democratic process and there are many ways in which you can voice your concerns and become involved. Regular committee meetings and meetings of council are open to the public and are held at 6 p.m. on the first and third Tuesday of the month (excluding July and August) in Council Chambers at City Hall.
