Marriage licences and civil marriage services

The City of Pembroke issues marriage licences and civil marriage solemnization services. To book a civil marriage please call 613-735-6821 ext. 1319 before submitting a marriage licence application.

Marriage licence application

Submission instructions

  • Forward the completed application by email or
  • Bring your completed application to City Hall at 1 Pembroke St. E. to be processed

Once received and reviewed we will book you an appointment to come in and pick up your licence.

Please read below to ensure you have all of the proper identification and documents as you will be required to bring all original identification for both parties to your appointment when picking up the licence. If you have questions about acceptable identification please call 613-735-6821 ext. 1319. Failure to provide the proper identification and/or divorce documents can delay the process of obtaining your marriage licence.

Acceptable identification

Two pieces of original and current government issued identification for each person getting married. One piece of identification must include your photo.

The first piece of identification must be one of the following:

  • Birth Certificate (Statement of Live Birth is not a Birth Certificate)

  • Valid Passport

The second piece of identification must be government-issued photo identification, which can be one of the following:

  • Birth Certificate
  • Valid Passport

  • Valid Driver’s Licence

  • Ontario Photo Card (Purple photo ID card)

  • Certificate of Canadian Citizenship (Canadian Citizenship Card)

  • Native Status Card

If previously divorced

If either party has been previously divorced within Canada, we will need the original certificate of divorce or decree absolute. You will be required to bring the original stamped document to your appointment when picking up the licence. Please carefully read your document. We do not accept a divorce order or a divorce judgment.

For divorces outside of Canada please refer to Service Ontario-Getting Married

Fee
  • City of Pembroke residents: $100
  • Renfrew County residents who do not pay their taxes to the City of Pembroke: $150
  • Payment is due when you pick up your completed licence
  • Cash or debit payments only
How long does it take and what happens after I submit my application

You should aim to start the application process 2 months prior to your wedding date. This allows enough time for any delays if you do not have the required identification or divorce documents.

Once we have received your application we will begin preparing your licence. If anything is missing or needing clarification we will contact you by email (if you submitted by email) or phone number listed on the application.

Marriage licences are valid for 90 days from the date of issue. Your licence can be used to marry anywhere in Ontario. We issue licences approximately 4 weeks prior to the proposed wedding date. This is when you can expect your appointment to be booked to pick up the licence.

It does not take a long time to get a marriage licence if you have the necessary identification and documents.

During the busy times of year (June-Sept) please allow a minimum of 2 weeks.

What happens at my licence pick-up appointment

Only one applicant is required to be present at this appointment. If only one applicant is present, they will be required to show two pieces of identification for themselves and two pieces of identification for their partner.

This ID must be original, we will not accept photocopies.

If either party has been previously divorced, the divorce certificate must also be brought to the appointment. This must be the original stamped divorce certificate. (We will not accept a divorce order or divorce judgment)

We schedule appointments daily at 9 a.m., 10 a.m., 11 a.m. and 2:30 p.m.

The fee is due at this time. We accept cash and debit payments only.

Can we get married at City Hall?

Yes, the City of Pembroke civil marriage solemnization service is a non-denominational and dignified ceremony, which adheres to the requirements of the Marriage Act for the Province of Ontario.

The process to book a civil solemnization service is separate from obtaining your marriage licence. Please contact us to schedule a ceremony prior to submitting a Marriage Licence Application.

For more information and to request an application package, please contact the Treasury Department by phone at 613-735-6821 ext. 1319 or by email.

Important: The Province has extended the expiry date for marriage licences based on the date of issue for marriages that were delayed due to COVID-19. For more information please visit Service Ontario-getting married.
