Register to Vote

Check, update or add your information to the Municipal Voters' List. If you are a resident, owner, or tenant of property in the City of Pembroke, a Canadian citizen, and at least 18 years of age, you can vote in the 2022 City of Pembroke Municipal Election.  

Up until August 31, 2022, you are able to find out if you're on the list to vote for the 2022 Municipal and School Board Election by visiting the Municipal Property Assessment Corporation's (MPAC) voterlookup.  MPAC is responsible for identifying all potential municipal and school board electors.   After August 31, 2022, any changes to your information on the list requires you to submit an Application to Amend the Voters' List with the City of Pembroke.  Remember, your information needs to be updated if you have changed your name, or moved since the 2018 municipal election.  You'll also need to add your information if you're a new voter.  

Voters who are on the City of Pembroke Voters' List will receive a Voter Information Letter closer to the election, which will include a personal Online Voting PIN.  

The Ontario 2022 Voters' Guide contains information on who is eligible to vote, how to vote, and how to support candidates running in the 2022 Municipal and School Board Election.

Who Can Vote?

To vote in the City of Pembroke Municipal Election, you must be:

  • A Canadian Citizen;
  • At least 18 years old;
  • A resident of the City of Pembroke; or
  • A non-resident of the City of Pembroke and you and your spouse own or rent property in the Municipality; and
  • Not prohibited from voting under any law.

You may only vote once in the City of Pembroke Municipal Election regardless of how many properties you own or rent within the Municipality.  If neither you nor your spouse do not personally own or rent the property in the municipality (i.e. the property is owned by your business) you do not qualify as a non-resident elector.

You cannot vote if you are:

  • serving a sentence of imprisonment in a penal or correctional institution;
  • a corporation;
  • acting as executor or trustee or in another representative capacity; or
  • convicted of a corrupt practice described in section 90(3) of the Municipal Elections Act, 1996

How to Vote

The Council of the City of Pembroke has approved the use of Internet voting as an alternative voting method for the 2022 Municipal and School Board Election. The City of Pembroke has decided to pursue Voatz Canada Ltd. for their online election platform that stresses security and accessibility for all residents of the City.

Internet voting will be available during the advanced voting period of the election (10:00 a.m. on October 14, 2022, to 8:00 p.m. on October 24, 2022), and traditional paper ballots will be used on Voting Day (October 24, 2022 from 10:00 a.m. to 8:00 p.m.) at the Royal Canadian Legion, Branch 72, Pembroke. Electors will be able to access the internet voting system through a browser on their personal computer, an application on their phone, or at a dedicated computer located at City Hall or the Pembroke Public Library.

Prior to the Advanced Voting Period, Electors will receive voter information letters in the mail containing a unique PIN and instructions on how to cast their vote. City Hall located at 1 Pembroke Street East, will also have a digital voting station available with a secure internet connection during the Advanced Voting Period.

Traditional paper ballots and vote tabulators will be used during the voting period at area Long Term Care Homes and Retirement Homes, and for the general public on Voting Day, October 24, 2022.

Voter Help and Revision Centre

City Hall as well as the Pembroke Public Library will have a digital voting station set up with a secure internet connection for those wishing to cast their vote.  Trained Election Officials will be on site to provide assistance where required.  If you plan to visit the Voter Help and Revision Centre to cast your vote, bring your voter information letter containing your unique PIN and one piece of ID that has your name and address on it.  Any identification listed on the Province of Ontario's acceptable document list for voter identification will be accepted.  Staff will check if you are eligible to vote before directing you to the voting area where you will go behind a voting screen and use a computer or an iPad to cast your vote.

If you require personal assistance to vote, you may ask a friend to assist you.  Your friend must swear a declaration prior to offering assistance.  The person acting as a friend may go behind the voting screen with you.  A person may act as a friend only once, except in nursing homes, or for family members. 

Pursuant to the City of Pembroke's Accessible Customer Service Policy, individuals requiring service animals are permitted to be accompanied by a service animal at the Voting Place and Help and Revision Centre. 

If you require the assistance of an interpreter, you may ask anyone who is not a candidate or scrutineer to act as your interpreter.  The interpreter must swear a declaration before providing assistance.

Candidate Resource Material

The Ontario 2022 Candidates' Guide provides information to candidates for the 2022 municipal council and school board elections. 

The Association of Municipalities of Ontario (AMO) provides training Lead Where You Live:  A Guide On Running for Municipal Council. 

It is a candidate's responsibility to file a complete and accurate financial statement by Friday, March 31, 2023 at 2:00 p.m.  If you filed a nomination form, you must file a financial statement.  This applies to candidates who withdrew their nomination, who were not certified and did not appear on the ballot, and candidates who were acclaimed.  You can read more about campaign finances on the Ministry of Municipal Affairs and Housing 2022 Candidate Guide.

The Election Sign Policy is intended to address candidate advertising and election materials in the City of Pembroke. This policy is intended as a formalization of the municipal elections legislation, as well as clarification of specific municipal procedures.

School Board Election

There are four different kinds of school boards in the City of Pembroke election:

  • English-language public school board (Renfrew County and District School Board).  No matter which school your children go to, you are automatically eligible to vote for the English-language public school board unless you take steps to change and become a supporter of a different kind of board.  
  • English-language separate school board (Renfrew County and District Catholic School Board).  If you want to vote for an English-language separate school board you must be a Roman Catholic and you or your spouse must be an English-language separate school board supporter. 
  • French language public school board (Conseil des écoles publiques de l'Est de l'Ontario).  If you want to vote for a French-language public school board you must be a French language rights holder, and you or your spouse must be a French-language public school board supporter.  
  • French language separate school board (Conseil des écoles catholiques due Centre-Est).  If you want to vote for a French-language school board you must be a Roman Catholic, you must be a French Language rights holder, and you or your spouse must be a French-language separate school board supporter.  

In order to change your support from the default English-language public school board, contact the Municipal Property Assessment Corporation for more information. 

Third Party Advertisers' Guide

The Ontario 2022 Third Party Advertisers' Guide contains information on how to register as a Third Party Advertiser in the 2022 Municipal and School Board Election as well as the rules you must follow under the Municipal Elections Act. 

Key Dates for the 2022 Municipal Election

  • Saturday, February 19, 2022

    • Last day to provide notice to the public and the Minister of the intention to pass a by-law to submit a question to the electors
  • Tuesday, March 1, 2022

    • Last day to pass a by-law to submit a question to the electors
  • Monday, May 2, 2022

    • First day to file nomination papers for the offices of mayor, councillor, and school board trustee
    • Once nomination papers are filed with the clerk, the candidate can start raising and spending money on their campaign (within their preliminary spending limits provided at the time the candidate files their nomination)
    • The preliminary spending limit does not apply to school board candidates.
    • First day that a third party advertiser can file their notice of registration. A third-party advertiser cannot raise or spend money on their campaign, nor begin advertising, until their registration is certified by the clerk. Upon receiving a third-party advertiser's nomination, the clerk will provide them with their preliminary spending limits
  • Friday, August 19, 2022

    • Nomination day
    • Candidates have until 2 p.m. to file their nomination papers
    • A candidate who has filed their nomination papers and wishes to change office has until 2 p.m. to file a nomination for a different office
    • A candidate who wishes to withdraw their nomination, has until 2 p.m. to notify the clerk by filing a written withdrawal
    • Nominations or withdrawals cannot be accepted after 2 p.m.
    • The first day of the "Lame Duck" period (restricted acts for council) if applicable
  • Monday, August 22, 2022

    • All nominations are examined and if eligible, are certified by the clerk and an official list of candidates will be posted with any Declarations of Acclamation
  • Thursday, September 1, 2022

    • Upon written request, a copy of the voters list will be available to certified candidates

    • Certified candidates that receive a copy of the original voters list will be provided with the interim list of changes to the voters list
    • Final expense limits certificate will be provided to candidates and registered third-party advertisers
