
The City of Pembroke confirms that as of February 25, 2025, negotiations for the sale of 273 Victoria Street to The Grind Pembroke are ongoing. This sale fulfills the City's contractual obligations. This decision follows a thorough legal review, which determined that the sale is in the City’s best financial interest.
Recognizing concerns raised by residents regarding disruptions in the surrounding neighbourhood, the City and The Grind have agreed to enhanced accountability measures and community safety initiatives as part of a settlement of this matter. This will include a Good Neighbour Policy, adherence to a Code of Conduct, and biannual meetings. These steps are intended to mitigate ongoing issues and improve relations between The Grind and the local community.
"The Grind is a spoke of a much larger network that provides vital services to some of the most vulnerable members of our community, and we acknowledge the importance of the work they do," said Mayor Ron Gervais. "At the same time, we understand the frustrations of residents and the need for greater accountability and strengthened safety measures. We will continue to work with all partners to address these challenges and find long-term solutions."
The City acknowledges the critical role of Mesa, an initiative launched by the County of Renfrew in March 2024, which has been instrumental in addressing issues related to homelessness, addiction, and mental health. In addition, the City is pleased to support the recently announced Homelessness and Addiction Recovery Treatment (HART) Hub, a collaboration between the County of Renfrew and Pembroke Regional Hospital. This initiative will expand local treatment and recovery services for individuals experiencing homelessness and addiction. The City is encouraged by the comprehensive approach of Mesa and the addition of the HART Hub and is confident that in time, this will relieve pressure from The Grind and its surrounding neighbourhood.
Negotiations for the sale of 273 Victoria Street are ongoing following a Special Meeting of Council on February 25, 2025. It is important to note that the sale only applies to the back portion of the building (which The Grind currently occupies) and the lease of five parking spaces. The City remains engaged in ongoing efforts to address homelessness, addiction, and related social issues across the City of Pembroke through collaboration with the County of Renfrew and other local stakeholders as part of the Renfrew County and District Drug Strategy.
