The City of Pembroke offers a civil marriage solemnization service that is a non-denominational and dignified ceremony, which adheres to the requirements of the Marriage Act for the Province of Ontario.
The process to book a civil solemnization service is separate from obtaining your marriage licence.
How to book a civil ceremony |
Please complete the online booking request. Completing the request and specifying a date, does not mean that date is booked. Once we receive your application, we will contact you to schedule two dates. The first date will be a small consultation and the second date will be your civil ceremony. Once our office has contacted you to secure your civil ceremony date, you may then complete your marriage licence application online through our Marriage Licence Webpage. The marriage licence will be issued to you at your consultation appointment (if you are getting your licence through the City of Pembroke) If you are getting your marriage licence elsewhere, you must bring the licence to your consultation appointment. |
Where and when civil ceremonies take place |
Civil marriages take place at City Hall. The address is 1 Pembroke St. E., Pembroke, Ontario. These services are provided weekdays during regular office hours. Dates and times for a wedding ceremony are limited due to other work-related commitments by the Municipal Clerk/Delegate. |
The cost |
The fee for a civil ceremony is $300 (includes HST). Couples require two witnesses to be present at the ceremony. Witnesses must be 16 years of age and older. If you require the City to provide witnesses, the fee is $25 per witness (includes HST). If you are getting your marriage licence at the City of Pembroke, the fee for the licence is either $125 or $150 depending on your address as it is shown on your identification. Above fees are due at your consultation appointment. We accept cash and debit payments only. We do not accept credit cards or cheques for these services. |
Cancellations and changes |
Changes to date/time are allowed the first time at no additional charge, provided that Council Chambers and the officiant are available. Requests to change the date/time must be received a minimum of one week prior to the original scheduled ceremony date and time. Please note: A civil marriage ceremony booking can be cancelled up to one week prior to the ceremony. All cancellations are subject to a non-refundable fee of $100. If cancelling with less than one week notice, the full cost of the marriage ceremony is non-refundable. Cancellation of witnesses: Witnesses can be cancelled up to one week (7 days) prior to the civil ceremony for a full refund. Cancellation of witnesses less than 1 week before the civil ceremony will not be refunded. |
After the civil ceremony |
On the day of your civil ceremony, you will receive a Record of Solemnization from the officiant. The officiant will send your completed marriage licence to the Office of the Registrar General to be registered. After your civil ceremony, you will need to apply for a Marriage Certificate through Service Ontario. This is your official proof of marriage. It is recommended you wait 6-8 weeks before you apply, to give the proper amount of time for the marriage to have been registered. Are walk-in's welcome? |
There are times we can take walk-ins for a civil marriage. This is solely based on the availability of the clerk. You can call to confirm availability in the morning of the day you wish to walk in. |
