Pembroke Heritage Murals Committee Update

Pamela Dempsey provided an update on the activities of the Pembroke Heritage Murals Committee. Mrs. Dempsey was presented with the Mayor's Award and a mural collage in recognition of her many years of chairing and volunteering on the Pembroke Heritage Murals Committee.
Pembroke and Area Community Taskforce Presentation
Steve Boland provided a presentation regarding the need for a temporary emergency refuge/shelter in the City of Pembroke and agreed to work with the City and other community partners to establish and operate an emergency refuge/shelter to help displaced and vulnerable persons in the community.
Partnerships for Climate Protection – Milestone 1 Presentation
In 2021, the City of Pembroke joined the Partners for Climate Protection (PCP) program which is delivered by the Federation of Canadian Municipalities and ICLEI-Local Governments for Sustainability. The City has completed Milestone 1 and received a report that summarizes the baseline energy and emissions inventory of the greenhouse gas emissions and energy consumption of the City’s corporately-owned and operated assets (vehicles, buildings, water and sewer energy) and the community (energy usage and emissions from the residential, commercial/institutional, industrial, transportation, waste and water treatment). Committee also heard that work has begun on Milestone 2 which is anticipated to be completed in early 2024.
Warming Centres
An information report on warming centres was presented which listed the difference between a warming centre and a shelter as well as the various meetings and information sessions held with interested stakeholders. The requirements under the Ontario Building Code for a warming centre and a shelter were also discussed.
Indemnification Policy
Committee approved the draft Indemnification Policy with some minor changes. The policy is being established to protect present and former members of council, board members, employees, volunteers and officers from risks that may involve pecuniary loss or liability on the part of those individuals.

The Pembroke Public Library Board recently had a vacancy due a resignation. Council appointed Renelle Charron to the Pembroke Public Library Board for the remainder of this term.

Council approved a zoning by-law amendment for 0 Blakely Crescent (Burcom Subdivision).

Council approved the conditions of approval of the Burcom Developments Inc. Plan of Subdivision.
By-law 2023-69 Official Plan, 2016 Amendment #18
Council approved an amendment #18 to the Official Plan regarding 794 River Road.
By-law 2023-70 Zoning By-law Amendment: 794 River Road
Council approved a zoning by-law amendment regarding 794 River Road.
By-law 2023-71 Official Plan Amendment #17: 224 Hincks Street
Council authorized the adoption of amendment #17 to the Official Plan regarding 224 Hincks Street.
By-law 2023-72 Zoning By-law Amendment: 224 Hincks Street
Council authorized an amendment to the zoning by-law regarding 224 Hincks Street.
Support County of Renfrew to Investigate the Possibility of a Municipal Service Corporation for Affordable Housing
This item was tabled and referred to the City/County Liaison Committee.
Resolution 2023-018
Council supported and endorsed a resolution adopted by the Corporation of the City of Clarence-Rockland which requested the Minister of Public Safety of Canada conduct a third-party study of the Ottawa River and its tributaries and basins in order to provide the Ottawa River Planning Board better tools to adapt the river to the influence of climate change and from the impact of development.
