Patterson Parking Lot Paving – Tender Contract No. T-23-18

Committee approved the paving of the Patterson Parking Lot at a cost of $52,728.43 net of HST with the budget shortfall to be funded from the 2023 General Capital Reserve.

PFD Monthly Report – September 2023

Committee received the August 29, 2023 - September 26, 2023 Pembroke Fire Department Report that outlined the department’s prevention and public education activities, Fiddle Park inspections, employee recognition, staff promotions, Fire Prevention Week activities, vulnerable occupancy inspections and drills, emergency management, EOC/Training Room events, Pembroke Professional Firefighters Association events, and career firefighter training for the month of September 2023.

2023 Aluminum Hull Rescue Boat, Motor and Trailer Tender and Procurement

Committee approved the direct purchase of an aluminum hull rescue boat, motor, and trailer from Stanley Boats for $89,506. This rescue boat will be a replacement for the current fiberglass boat which is not ideal for working in the Ottawa River and will be used for the departments water rescue program.

Draft Council Remuneration & Expense Policy

The City currently does not have a Council Remuneration and Expense Policy. This draft policy outlines the entitlements of Council members. Committee recommended the draft policy be amended to include the ability of Council members to transfer their annual allotment between members upon written consent from both parties, and that the draft policy along with comments made by Committee this evening be forwarded to the Council Remuneration Committee for their review and comment.

Asset Management Planning – Major Recreation Buildings September 2023 Update

Committee received the City of Pembroke Asset Management Planning – Major Recreation Buildings September 2023 update presentation. The presentation outlined the goal of asset management, the benefits of good asset management, Asset Management role of Council and Staff, and regulatory requirements. The presentation also provided information on the current status of the City’s key recreation buildings: Kinsmen Pool, Pembroke Memorial Centre Arena, and the Pembroke and Area Community Centre. Visitor Information Centre

Committee approved the City of Pembroke join the Pembroke Business Improvement Area as a partner in the existing Visitor Information Centre located at 130 Pembroke St. W. through the sharing of rental costs until January 1, 2024, with the rental cost of $254.25 per month to be funded from the City’s operating contingency budget.

Website and Social Media Statistics

Committee received the Website and Social Media Statictics report which outlined the digital analytics and benchmarking research on other municipalities’ social media platforms.

Council approved By-law 2023-73 to appoint Municipal By-law Enforcement Officers in the City of Pembroke.

By-law 2023-74 Parking Agreement – TSH-Lake Inc.

Council approved By-law 2023-74 to authorize the entering into an agreement to lease the parking lot at the corner of Lake Street and College Way to TSH-Lake Inc.

By-law 2023-75 Emergency Management Program and Emergency Plan

Council approved By-law 2023-75 to authorize and adopt the City of Pembroke’s Emergency Management Program and Emergency Plan.

Resolution 2023-019 Community Safety and Well-Being Plan Adoption

Council approved and adopted the Community Safety and Well-Being Plan as presented on September 5, 2023.
