County of Renfrew-City of Pembroke Shared Services 2024 Budget

Warden Peter Emon, Chief Administrative Officer/Clerk Craig Kelley, and Manager of Finance Daniel Burke of the County of Renfrew were in attendance to provide a presentation on the County of Renfrew-City of Pembroke Shared Services 2024 budget.

City of Pembroke Communications Plan

The City’s Economic Development and Communications Officer and the Tourism and Digital Media Officer created a City of Pembroke Communications Plan. The communications plan was presented to Committee for their information.  

My Main Street Grant Application

The City in conjunction with the Pembroke Business Improvement Association (PBIA) have worked together to create a grant application to the My Main Street, a program created to help support the revitalization of neighbourhoods across southern Ontario, including Renfrew County. Committee approved the proposed Shamrock Park improvement project concept with the City fronting the reimbursable costs on behalf of the PBIA through the general capital reserves; and, if there are insufficient funds in the Moffat Street reconstruction project the City will cover the ineligible project costs, that these costs excluding the parking meters, be covered through the general capital reserves.

Award Design Build Services for the Construction of the Kinsmen Pool Butler Building Retrofit

Council approved the award of the design build services for the construction of the Kinsmen Pool Butler building retrofit, RFP No P-24-02 to Bel-Con Design Builders Ltd. in the amount of 1,017,770.00 plus HST and a contingency allowance of $150,000 totalling $1,167,770.00 plus applicable HST. This tender is for the immediate repairs which includes the design for removal, supply and replacement/installation of the walls and roof of the existing Kinsmen Pool Butler building. The existing columns and beams are to remain and scope of work shall include the cleaning and repairs to the corroded sections on the existing beams. Installation works and the removal and reinstallation of electrical and mechanical components as required.  

By-law 2024-17 Water/Ice Rescue Services with Township of Whitewater Region

Council passed By-law 2024-17 approving the entering into an agreement for Water/Ice Rescue Fire Services between the City of Pembroke and the Township of Whitewater.    

Bylaw 2024-18 De-Designation of Heritage Building – 84 Isabella St.

The property was designated as a heritage property in 1991 however the owners would like to put the property on the market and feel that the designation impedes the marketability. Council passed By-law 2024-18 which repeals By-law 1991-22 being a by-law to designate the property municipally known as 84 Isabella St. as being of cultural heritage value and interest in the City of Pembroke.  

By-law 2024-19 Zoning By-law Amendment – 163 Peter St.

Council passed By-law 2024-19, a by-law to allow the rezoning of 163 Peter St. 

By-law 2024-20 Official Plan Amendment #21 – 240 Mackay St.

Council passed By-law 2024-20, a by-law to authorize the adoption of Amendment Number Twenty-One to the Official Plan, 2016, regarding 240 Mackay St.

By-law 2024-21 Zoning By-law Amendment – 240 Mackay St.

Council passed By-law 2024-21, a by-law to allow the rezoning of 240 Mackay St.

By-law 2024-22 Amend By-law 12 (CUPE Local 24 Agreement)

Council passed By-law 2024-22, which amends Schedule “A” of By-law 2024-12 which provided for the execution of a collective agreement with CUPE Local 24. The amended Schedule “A” includes market rates for union salaries. 

By-law 2024-23 Warming Centre Agreement

Council passed By-law 2024-23 authorizing the entering into an agreement between the Pembroke Farmers’ Market Association, The Grind Pembroke, and the Corporation of the City of Pembroke for the warming centre.

Resolution 2024-008 – PCC 2023 Annual Compliance Report

Council approved the 2023 Annual Compliance Report and other supporting documents for the City of Pembroke Pollution Control Centre. The report summarizes the flow data, chemical and bacteriological results for the reporting period.

Resolution 2024-009 – Non-Union Market Increase

Council passed Resolution 2024-009 which addresses market increases for non-union staff.
