Parks and Recreation Committee

Parks and Recreation Master Plan

In 2023, the Parks and Recreation Department procured the services of K.A. Community Consulting to consult for a Recreation Master Plan. A Parks and Recreation Master Plan is a strategic process identifying recommendations as a guiding document which serves as a roadmap for the delivery of recreations services. The plan will guide the department for 10 years and include an overview of parks, trails, indoor facilities, programs, and events. The project was broken into three phases and at the completion of each phase, a presentation to Council on the findings will be presented. The Consultants provided their findings on Phase 1 of the project.

CIP Request for 185 Pembroke St. E.

Committee was presented with a CIP Façade Improvement Grant application from Ashley Ward, owner of Ashes Bar-Cade and tenant of 185 Pembroke St. E. The applicant wishes to install a new sign for their new business and add strip lighting to the top and ground-level awnings to make the building and area brighter and safer. Committee approved the request.

Surplus Land Inventory

Committee was presented with a report requiring direction as to which lands to include in a City of Pembroke surplus land inventory. For lands to be included in the inventory, they need to be appraised prior to selling. Committee directed staff to obtain appraisals on the following surplus lands: Metcalfe Street (across from Operations Department), Garden Street (near Cecelia Street and D’Youville Drive), Doran Street (near D’Arcy Street), Draper Street (off McGee Street), Dominion Street (end of street off McGee Street), James Street (end of street off McGee Street), and End of Thompson Street (off Eganville Road).

Kinsmen Pool

A discussion was held on the future of the pool and a motion was made that Council moves repairs be made to the Kinsmen Pool at a cost of $1.4M pending commitment from surrounding municipalities, municipal partners, and other sources in the amount of 25% and direction to communicate to municipal partners and others to that end.

Code of Conduct Complaint – Final Report

The City’s Integrity Commissioner and his associate were present virtually to provide a report regarding a Code of Conduct complaint. Council made a motion to accept the report for information purposes and that a copy of the report presented be posted on the City of Pembroke website in accordance with the Code of Conduct.

By-law 2024-04 Sale of Land (Lot 46 – Lapointe Subdivision)

Council approved By-law 2024-04, a by-law to authorize the sale of lands. This by-law authorizes the sale of Lot 46 of the James W. Lapointe Motor Holdings Inc. Plan of Subdivision. The lot was previously authorized by Council for sale, in principle, as part of the Draft Plan, permitting it to be used as a building lot.
