Combined Committee
The Combined Committee approved staff to work with the Ontario SPCA representatives to offer feline wellness clinics offering free spay/neuter services to City of Pembroke rescue organizations and ensure all felines obtain a City of Pembroke pet tag.
By-law to Regulate Recreational Open- Air Burning
Committee directed staff to use the existing by-law but amend the following:
- incorporate ceremonial and sacred fires,
- reflect an updated list of cooking mediums in the exemptions portion of the by-law,
- under “dangerous conditions” add a definition of a wind speed of 25 km/hr or greater
- Include provisions for cost recovery due to failure to comply or contraventions of the by-law on the part of the permit holder, tenant, or property owner, when responses require Fire Department resource deployment and upon review of the Fire Chief,
- Remove the geographical barriers in the current by-law, making recreational burning available for all properties that meet the set back requirements,
- Structures and objects be updated to read “any building, permanent structure, hedge, fence, overhead wiring, trees, unapproved combustible material, or lot line”,
- Clearance distances be varied depending on the type of appliance in use,
- Timelines for fires be 6 p.m. to 11 p.m. but allow flexibility during the winter months when windows are closed.
Capital Project Funding
Committee approved the renaming of the 2023 City Hall capital budget to include contingencies for the purchase of an emergency replacement air conditioning unit.

Committee approved the following 2024 budget schedule:
- Broadcast the budget deliberations:
- Day 1: Thursday, January 4, 2024, 9 a.m. – 3 p.m.
- Day 2: Friday, January 5, 2024, 9 a.m. – 3 p.m.
- Public budget meeting: Monday, January 15, 2024, at 6 p.m.
- Day 3: Friday, February 2, 2024, 9 a.m. – 3 p.m.
Budget passing: regular council meeting, Tuesday, February 20, 2024.
CMHC Housing Solutions Presentation
Committee recommended that the City of Pembroke partner with the Pembroke Affordable Housing Committee and the Affordable Housing Alliance of the Ottawa Valley in the promotion of the CMHC Housing Solutions Forum through the City’s social media platforms and listing the City of Pembroke as one of the coordinators of the presentation.

By-law 2023-53 Animal Control Services Agreement
Council authorized a five-year animal control services agreement with PRO-TEC 5 Inc. from September 4, 2023 to August 31, 2028.
By-law 2023-54 Subdivision Agreement with James Lapointe Motor Holdings
Council authorized a Subdivision Agreement with James W. Lapointe Motor Holdings Inc. This agreement establishes the subdivider’s responsibility related to the development of lands including project phasing, the provision of public and private facilities (i.e. municipal servicing, streetlights, sidewalks, stormwater management ponds, parks, etc.) and other mutually agreed to terms and requirements such as tree planting, building permits, road assumption, land transfer, etc.
By-law 2023-55 Lapointe Subdivision Hydro Easement and Public Road
Council authorized a hydro easement and public highway for James W. Lapointe Motor Holdings Inc. A small piece of land presently owned by the City of Pembroke will be transferred from the City to Ottawa River Power Corporation for the purposes of a hydro easement. A small piece of land owned by the City will be used as a public road within the subdivision, must be designated as a public highway to enable the City to assume the roadway once the road meets the required standards.
By-law 2023-56 James Lapointe Subdivision Inhibiting Order
Council approved an inhibiting order for the James W. Lapointe Motor Holdings Inc. subdivision. This inhibiting order entitles the City to enforce the provisions of the subdivision agreement against the owner and subject to the Registry Act and the Land Titles Act, any and all subsequent owners of the land.
By-law 2023-57 Centre Street Parking
Council amended the current Parking By-law (2020-70) to permit parking on the west side of Centre Street between Herbert Street and Alfred Street.
By-law 2023-58 Regulate Electronic Surveillance Monitoring Use Policy
Council approved in principle the Regulate Electronic Monitoring Use Policy for the City of Pembroke. The policy allows, where warranted, the use of electronic surveillance monitoring systems in and around the City’s facilities, properties, and vehicles to enhance the protection and safety of employees and the general public; reduce, deter, and investigate incidents of vandalism or criminal activity; and protect property and assets. The policy governs the collection, use, disclosure, and disposal of recorded information collected through video surveillance technology.
Resolution 2023-014 Event Support
Council recommended that the Ribs in the Valley Rib Charity Competition being held on August 19, 2023, be designated as an event of municipal significance for the purposes of an application for a Special Occasion Permit from the Alcohol and Gaming Commission of Ontario.

Indemnification Policy
Council directed staff to develop within 60 days an indemnification policy to ensure that elected officials can fulfill their duties and responsibilities without fear of personal financial liability.
