
The following actions were taken at the Council meeting of Tuesday, May 3, 2022:
Public Meeting
A public meeting was held regarding the rezoning of 169 William Street and the rezoning of 491 and 499 Pembroke Street West.
Planning & Development Committee
Algonquin Trail Off-Road Vehicle Use
Committee approved the proposed Forced Road location to be used for trailer parking within the City of Pembroke and that a letter of support be sent to the Algonquin Trail Advisory Committee supporting continued discussions at County of Renfrew regarding continued use of Wardens from the RCATV Club, potential by-law enforcement capabilities, and the usage of permits for the Algonquin Trail to assist with ensuring compliance of the rules for trail use.
On-Street Patio Report
Committee approved the three on-street patios requested by the PBIA (west side of Victoria Street indented area, first two parking spaces on the east side of Albert Street and on the vacant land at 270 Pembroke Street West) and that an encroachment agreement be entered into to deal with patron and traffic safety, patio winter storage, patio accessibility, PBIA’s responsibility for the removal of the patio if the City sells or requires the land the three patios are located on.
Committee also approved the amended request to permit a 6 foot by 16-foot patio for 205 Church Street asking staff to work with the owners of 205 Church Street and the PBIA for their on-street patios.
Finance & Administration Committee
Supply and Deliver of Three (3) Current Year Pick-Up Trucks
Committee approved the award of the supply and delivery of three current year pick-up trucks from Roy’s Chevrolet Buick GMC Inc. in the amount of $151,530 plus HST.
Townline Road Forcemain Twinning – Debenture
Committee approved staff to proceed with a revision to the debenture process with Infrastructure Ontario to finance the Townline Forcemain Project for a 15-year term (amortizer loan, semi-annual payments) based on a revised loan requirement of $7,900,000 and staff to transfer $500,000 of sewer funding from the postponed Nelson Street Phase 2 Project to the Townline Forcemain Twinning project and staff to transfer $338,900 from the wastewater development charge fund to the Townline Forcemain Twinning Project.

Council approved Tender Contract No. 2022-19072-01 for the Twinning of the Townline Lift Station Forcemain to Bonnechere Excavating Inc. in the amount of $7,898,885.07 plus HST.

Mayor LeMay proclaimed the week of May 1-7, 2022, as “Emergency Preparedness Week” in the City of Pembroke.
Mayor LeMay proclaimed the week of May 15-21, 2022, as “Victims and Survivors of Crime Week” in the City of Pembroke.

Council passed a by-law governing procurement policies and procedures for the Corporation of the City of Pembroke.

Council passed a resolution that encourages and empowers City Committees and Departments to consider how their decisions and actions would contribute to or mitigate the effects of climate change and encourage them to incorporate considerations for mitigation of and adaptation to climate change within their committee or department and across the Corporation.
